India has huge potential for solar energy which needs to be fully harnessed for reducing pollution from diesel, cola and other fuels as also for saving precious financial resources. Further development of 40 GW Rooftop Solar (RTS) is part of India’s commitment before United Nations Framework Convention on Climate Change (UNFCCC). RTS projects have distinct advantage over ground mounted projects as they don’t required pooling of land or dedicated transmission lines. Hence Government of India has been stressing on undertaking RTS projects on rooftops and surplus areas of all Government/PSU buildings and premises.


The guidelines for the Grid Connected Rooftop and Small Solar Power Plants Programme under “Off Grid and decentralized Solar applications” have been released by MNRE vide their scheme vide no. 30/11/2012-13/NSM dated 26th May 2014 and 26th Jun 2014 & 03/88/2015-16/GCRT dated 04th March 2016. Further, in order to promote the Grid Connected Rooftop Solar and Small Solar Power Plants for Government/PSUs building, MNRE has issued Achievement-Linked Incentive and Awards vide letter no. 03/88/2015-16/GCRT dated 04th May 2016.


To achieve the target of 40 GW in this sector, on the initiative of Cabinet Secretariat, MNRE has collated data about RTS projects on Rooftops and surplus areas of Government/PSU building premises and round of meetings have been conducted at various levels to implement the guidelines/scheme smoothly.


In the process, MNRE has developed a panel of expert PSUs for facilitating Departments to undertake assessment of area available with them to identify the potential of Solar installation and will prepare the feasibility reports and helping in the bidding process to the departments. Rajasthan Electronics & Instruments Limited (REIL) having rich experience in SPV technology, has been assigned as such CPSE by MNRE for few ministries vide letter no. 3/88/2015-16/GCRT dated 11th May 2016 of Secretary, MNRE.

Under the current scheme as per directives of MNRE, initially, REIL will approach the assigned ministries through its dedicated team for assessment of potential for Solar Installation based on the data available with them and will have further discussion with official regarding finalization of business model for its installation i.e. CAPEX and RESCO, enabling the Secretary of the concerned ministry to submit commitment certificate to the Cabinet Secretary during National Workshop of Roof Top Solar being organized on 7th  June 2016 at Delhi.


REIL will involve its team for site survey of all the available locations for assessment of final Roof Top Solar potential and submit the feasibility reports to the ministries. The team@REIL will prepare the documents for bidding on the basis of model tender developed by SECI and then act as PMC for the ministries for this project.
